Chapter 1   General Provisions 

Article 1 (Purpose)
The purpose of these terms of use is to stipulate the conditions of use and procedures of the internet services (hereafter known as the "services") that are offered by the Korean Society of Ocean Engineers (hereafter known as the "Society") and to outline the relationship between the Society and its members as well as the rights, obligations, and responsibilities of the Society and its members. The terms of use may also be applied to other matters as the Society deems fit.

Article 2 (Efficacy of the Terms of Use and Changes)
① These terms shall become effective when posted on the website of the Korean Society of Ocean Engineers (www.ksoe.or.kr) or when announced to members through other methods.
② The society may change the terms of use as it deems fit. Changes to the terms of use shall be announced to members on the website of the Korean Society of Ocean Engineers (www.ksoe.or.kr) and shall take effect on the date they are posted.
③ Members have the right to refuse consent to the amended terms of use. If they refuse to give consent to these amended terms, they may discontinue using the service and cancel their membership. However, if the member does not express intent to refuse the amended terms of use to the society within 15 days of the date of posting, this shall be understood as consent to the amended terms of use. 

Article 3 (Terms and Other Regulations)
Any matters that are not stipulated in these terms of use may be handled according to the intent of these terms and according to relevant laws. 

Article 4 (Definition of Terms)
① The terms used shall be defined as follows:
1. "Service" refers to the information that is provided online through the website created by the society.
2. "User" refers to an individual who consents to the society's terms of use in order to use the service.
3. "Member" refers to an individual who has consented to the society's terms of use in order to use the service, paid the admission fee and annual membership fee, and has been assigned a membership number by the society.
4. "Admission Fee" refers to the registration fee that must be paid in order for a user to receive membership qualifications.
5. "Annual Membership Fee" refers to the membership fee that is required to renew membership qualifications every year.
6. "ID" refers to a combination of alphanumeric characters selected by the user to utilize services and is used to identify the user.
7. "Password" refers to a combination of alphanumeric characters selected by the user to protect the ID and account utilized by the user.
8. "Member Information" refers to the user's personal information, such as name, date of birth, and contact information, that must be shared with the society when applying for membership. 


Chapter 2   Service Usage Agreement 

Article 5 (Usage Contract)
The usage contract is completed when the society reviews and approves the user's application and request to use services after the user has given consent to the terms of use on the society's website (www.ksoe.or.kr). 

Article 6 (Member Registration)
① Users shall sign up for membership by providing their personal information on the form prescribed by the society.
② Users shall include their legal name and background information when signing up for membership as prescribed in Paragraph ①. Users who do not include their legal name and background information shall have no right to use services and shall not receive any legal protection.
③ The society may inform a member of the society's events through an e-mail sent to the e-mail address used to sign up, as described in Paragraph ①, or through a letter mailed to the member's physical address on file. If the member does not wish to receive these, he or she may unsubscribe at any time on the society's website (www.ksoe.or.kr).
④ The society shall not share member information with 3rd parties without consent from the member except in cases where it is lawfully permitted.
⑤ The society may differentiate service use by categorizing users and members who use this service according to ranking or by sub-dividing services. 

Article 7 (Membership Registration Approval/Rejection)
① The society shall approve a user's membership registration application if the user has included his or her legal name and background information and has paid the admission fee and annual membership fee for the desired type of membership.
② The society may reject a user's membership registration application if any of the following sub-paragraphs are applicable and it may cancel the approval or terminate the membership contract if any of the following are discovered in the future:
1. Omission of one's legal name;
2. Theft of another person's identity to gain membership;
3. Failure to pay the admission fee or annual membership fee, having incorrectly paid these fees, or the inability to verify payment of them;
4. Omission or incorrect recording of information on the membership registration application;
5. Other reasons for rejection that are attributable to the user;
6. Having paid for service usage fees with someone else's credit card or having used a wired/wireless phone or bank account number without authorization;
7. Intent to utilize services for purposes that violate current laws;
8. Intent to utilize services for profit-making purposes;
9. Violation of any of the matters in these terms of use; and
10. Failure of the board of directors of this society to approve the application of the user.

③ The society may restrict the approval of a user's membership registration application if any of the following sub-paragraphs apply until the reason for this restriction is resolved:
1. If it is determined that the service facilities are inadequate and satisfactory service cannot be provided as a result;
2. If there is a defect in the service or there is a defect in the service usage payment method; and
3. Other cases where approval cannot be given due to reasons attributable to the Society. 

Article 8 (ID and Password)
The user or member is fully responsible for managing his or her ID and password. The user or member will be responsible for all damages related to service use or unauthorized use through a 3rd party that may result from his or her negligent management of ID and password. The society takes no responsibility for such damages.

Article 9 (Expulsion of Members)
The society may expel a member if Article 10 of the society's Articles of Association becomes applicable; the society is not required to notify the member of the reason. 

Article 10 (Changes to Member Information)
The member shall notify the society via phone, letter, or e-mail if there are changes to any of the information that was included on his or her member registration application, and he or she shall revise his or her online member information through the Society's website (www.ksoe.or.kr). 

Article 11 (Member Withdrawal)
If any of the events in Article 9 of the society's Articles of Association occur, the member will lose his or her qualifications. 

Article 12 (Copyrights, Portrait Rights, Intellectual Property Rights, Etc.)
The copyrights, portrait rights, and intellectual property rights to papers, manuscripts, ideas, and photos submitted to the society shall belong to the society.


Chapter 3   Requirements of Contracting Parties  

Article 13 (Duties of the Society)
① The society shall not leak or distribute a member's identifying information to offer services to a 3rd party without approval from the member. However, this does not apply if it is a request from a government institution in accordance with the regulations of the Basic Act on Electronic Communication, if the purpose is to investigate a crime, if it is a request from the Korean Communications Commission, or if it is a request made in accordance with other procedures prescribed by other relevant laws and decrees.
② If equipment that provides continuous and stable services becomes defective or destroyed, the society shall immediately repair or restore this equipment. However, the society shall be exempt if this is a result of a natural disaster, emergency situation, or an unavoidable occurrence.
③ The society shall make an effort to offer services to members in a manner that is convenient. 

Article 14 (Duties of Users and Members)
① Users and members shall fill out the member registration application using their legal names and background information. They shall not provide false information. If a member makes a request to use services using false information or another person's information and is registered using a false name, he or she will lose all rights and shall not be subject to any means of protection from the society.
② Users and members shall adhere to all relevant laws and all announcements made by the society, including the matters stipulated in these terms of use, other regulations prescribed by the society, and other announcements. They shall not partake in any activities that may disrupt the society's tasks or damage the society's reputation.
③ Users and members shall provide an e-mail address and phone number where they can be reached when registering for membership so that the society can inform users and members of information required to use its services.
④ Members shall dutifully pay the annual membership fee.
⑤ If there is a change in a member's address, contact information, or other member information, the member shall immediately notify the society via e-mail, mail, or phone, and he or she shall revise his or her member information.
⑥ Users and members are responsible for managing their IDs and passwords.
⑦ Users and members shall not partake in the actions listed in the following sub-paragraphs when using services:

A. Illegitimately using another member's ID;    
B. Reproducing information obtained from the service for purposes other than the member's own use without the society's prior consent, publishing, broadcasting, or using this information, or providing it to a 3rd party;    
C. Violating the society's copyrights, a 3rd party's copyrights, or other rights;    
D. Leaking information, text, or figures that violate public orders or customs to another person;    
E. Engaging in behaviors that are objectively linked to a crime; and
F. Engaging in behaviors that violate other relevant laws.

⑧ Users and members cannot use services for business activities with prior consent from the Society. The Society shall not be responsible for the results of business activities in violation of these terms of use. Members are liable for damage to the Society resulting from such business activities.
⑨ Users and members cannot transfer or offer their right to use services or their position to another person or without explicit consent from the Society, nor can they offer it as collateral. 

Chapter 4   Service Use, Restrictions, and Discontinuation 

Article 15 (Service Provision Time and Suspension) 
① Services shall be offered year-round, 24 hours per day, if there are no outstanding technical or work-related issues at the Society. However, the Society may temporarily suspend services for the purpose of repairing, inspecting, or replacing computers and other information communication equipment, addressing defects and disconnections, performing regular maintenance, or complying with other operational needs.
② The Society may conduct regular maintenance, if necessary, to provide services. The times of regular maintenance shall be announced on the Society's website (www.ksoe.or.kr). 

Article 16 (Restrictions on Using Services)
① The Society may restrict or suspend all or a portion of services without prior notice if it is not possible to provide regular services, such as during a natural disaster or national emergency, when experiencing defects in service equipment, or when such events are anticipated.
② If a user or member is in breach of the provisions pertaining to his or her duties, the Society may restrict the user or member from using services.
③ If users or members pay the service usage fee using another person's credit card, wired/wireless phone, or bank account information without permission, the Society may restrict the user or member from using services.
④ If users or members experience any difficulties in using services because their IDs or passwords were leaked due to negligent management of their credentials or if the provisions regarding the members' duties are violated due to unauthorized use by a 3rd party, the members may be restricted from using services. 

Chapter 5   Compensation for Damage and Other Matters 

Article 17 (Compensation for Damage)
① The Society shall not be responsible for any damage that users or members experience regarding service use.
② If the Society experiences damages because a user or member violates his or her duties as outlined in these terms of use or if the Society experiences damages with respect to a member's use of services, the user or member shall compensate the Society for such damages. 

Article 19 (Exemptions)
① The Society is exempt from responsibility if services cannot be offered in the event of a war, unforeseen incident, natural disaster, national emergency, or for other reasons of force majeure.
② The Society shall not be responsible for any suspension of service or difficulties in usage attributable to the user or member.
③ The Society shall be exempt from responsibility if damage occurs because the key telecommunications business operator suspends or fails to provide normal electronic communication services.
④ The Society shall be exempt from responsibility if services are suspended or if there are defects when service equipment is repaired, replaced, undergoing regular maintenance or construction, or there is another unavoidable reason that is announced in advance.
⑤ The Society shall not be responsible if users or members are unable to gain profits expected from using its services and shall be exempt from responsibility for damage that occurs from choosing or using the service.
⑥ The Society shall be excluded from targets that are liable for compensation regarding free services from the services that are offered.
⑦ The Society shall not be responsible for any loss of profits expected by members using the services or other losses related to materials obtained by using the services.
⑧ The Society shall not be responsible for the reliability, accuracy, or content of information and materials written by members of the service. 

Article 20 (Jurisdiction and Governing Laws) 
① Any lawsuits regarding disputes that occur between the Society and users or members regarding service use shall be filed in the jurisdiction of the Society's headquarters.
② The laws of the Republic of Korea shall be applied to lawsuits that are filed between the Society and users or members. 

The additional clauses to the terms of use shall be enforced starting on July 30, 2014.

Consent to collection of personal information by the Korean Society of Ocean Engineers 

A. Protection of personal information on the website of the Korean Society of Ocean Engineers  
Thank you for visiting the website of the Korean Society of Ocean Engineers. The following is our privacy policy. This policy is based on the Act on Protection of Personal Information by Public Institutions and the Basic Guidelines for Protecting Personal Information by Public Institutions. The following websites are operated by the Korean Society of Ocean Engineers, and you are hereby notified that this policy is applicable to all websites that are operated by the Korean Society of Ocean Engineers unless otherwise specified.  

B. Automatic collection and storage of personal information 
The following information is automatically collected/saved when you use the website of the Korean Society of Ocean Engineers. 
- User's internet server domain and address of the website that led to our website 
- User's browser type and OS 
- Date and time of visit  
The information that is automatically collected and saved will be used for smooth communication between users and the website and for statistical analysis to improve and supplement the website so that we may offer better service to users. However, please be aware that such information may also be submitted to legal authorities in accordance with the law.    

C. Information collected through e-mail or forms  
Users may share their content through mail, phone, or online electronic forms and other electronic means. Please be aware of the following precautions with respect to selecting these methods. 
- The information that you provide through the website may be viewed by other people. 
- The information that you provide may be shared with other people when it is necessary to comply with relevant laws, and it may be used for enforcing relevant laws or developing policies. In addition, such information may be shared with other institutions or may be provided to legal authorities as needed. 
- Although the Society makes administrative and technical efforts to secure the website, please avoid providing sensitive information that may lead to problems if the site is hacked.   

D. Security measures used to secure the website   
To secure the website and offer continuous service, the Society monitors network traffic and runs various programs to detect illegal attempts to change information.   

E. Link sites/websites   
If you are redirected to another site or webpage by clicking on a link or banner that appears on one of the websites run by the Korean Society of Ocean Engineers, the privacy policy of the institution that operates that website shall be applied. Therefore, please check the privacy policy of the affiliated site that you visit.   

F. Acquisition of another person's personal information while using the website   
Unique personal information, such as e-mail addresses, may not be acquired from a website operated by the Korean Society of Ocean Engineers. Individuals who view or receive such personal information through illegitimate means may be penalized in accordance with the regulations in Article 23 of the Act on Protection of Personal Information by Public Institutions.   

G. Restrictions on the use and provision of personal information  
Personal information collected and owned by the Korean Society of Ocean Engineers is subject to strict restrictions regarding usage and provisions, unlike other regular administrative information. Article 10 of the Act on Protection of Personal Information by Public Institutions (Restrictions on Use and Provision) stipulates the following: [Personal information] shall not be used for any purposes other than for retention or provided to another institution except in cases where it will be used within the institution that already owns the information or provided to someone in the institution in accordance with other laws. 
However, despite the above regulation, [personal information] may be used for purposes other than for retention or provided to another institution in the following cases. (However, this does not apply if it is acknowledged that this may violate the rights and benefits of the information agent or 3rd party.) 

- If the information agent gives his or her consent or if the information is provided to the information agent; 
- If there is a significant reason for using the relevant processing information in order to perform the necessary tasks that are prescribed by other laws; 
- If the information is provided to a foreign government or international organization in compliance with the terms of a treaty or international agreement;  
- If the information is provided in a format that makes it impossible to identify an individual for the purpose of statistics or academic research; 
- If the information agent or legal representative is in a state of being unable to express intent or is unable to give consent because his or her address is known, and it is acknowledged that providing information to someone other than the information agent is clearly beneficial to the information agent; 
- If it is necessary to file or maintain an indictment or for a criminal investigation; 
- If it is necessary for the court to perform jurisdiction duties; and
- If there is another special reason, as stipulated through a presidential decree.   
The foundation shall make an effort to prevent personal information from being used illegitimately, in strict observance of relevant laws with respect to the use and provision of personal information.    

H. Reporting personal information violations   
If you have discovered information that may violate the rights of the information agent while using the website of the Korean Society of Ocean Engineers, please notify the Executive Office of the Society immediately.

Privacy Policy

The Korean Society of Ocean Engineers (the "Society") takes the confidentiality of your personal information seriously and adheres to the provisions of the Act on the Promotion of Information and Communications Network Utilization and Information Promotion.
The Society will inform you of how, and for what purpose, the personal information you provide is used through its privacy policy. It will also inform you of the measures taken to protect your personal information. 
If the company revises its privacy policy, the changes will be posted as an announcement on its website (or through a separate announcement).
 ο This policy shall be enforced from July 30, 2014.

 ■ Types of personal information that are collected

The Society collects the following types of personal information for member registration, consultations, service requests, and so on: 
ο Collected items: Name, date of birth, gender, log-in ID, password, password verification question and answer, home phone number, home address, mobile phone number, e-mail address, work location, work address, work phone number, position, field of research, education level, qualification information, cookies, and payment records 
ο How personal information is collected: Website (member registration) or application submission

■ Purpose of collecting and using personal information

The Society uses the personal information that it collects for the following purposes:
ο To fulfill the agreement regarding provision of services and to calculate fees according to service provision
ο To manage academic conferences, submit and publish papers in the academic journal, make purchases and pay fees, deliver goods or mail bills, verify your identity during financial transactions, and to manage financial service members
ο To verify your identity according to service use in the membership system, identify individuals, prevent illegitimate use and unauthorized use by problem members, verify intent to register, verify age, process complaints, process civil suits, deliver announcements, assess access speed, and to get statistics on members' use of services

■ Period of retention and use of personal information

Personal information is generally destroyed immediately after the procedure for which it has been collected and used has been completed. However, if the information must be preserved in accordance with relevant laws, member information shall be retained for the period specified by the relevant laws. 

■ Process and method of destroying personal information

ο The Society generally destroys information immediately after the procedure for which it has been collected and used has been completed. The process and method of destroying personal information is as follows:
ο Process of destroying information: The information that you entered to register for membership will be moved to a separate database once its purpose has been served (into a separate filing cabinet for paper copies of information), and it will be destroyed after a set period of time based on the reason for protecting the information in accordance with internal policies and other relevant laws (refer to Period of Retention and Use). Personal information that is transferred to a separate database shall not be used for any purpose, aside from being stored, except to comply with the law. 
ο Recovery of destroyed information: Personal information stored in an electronic file is deleted using a method that makes it impossible to restore records.  

■ Provision of personal information

By default, the Society does not provide the personal information of users to others. However, the following cases are exempt:
- If the user gives prior consent; 
- If it is done in accordance with the law or if there is an investigation in accordance with the law and the procedures stipulated by law for the purpose of investigation require it. 

■ Entrusting personal information to an external company

The Society manages personal information by entrusting it to an external company that specializes in such tasks.

■ Rights of users and their legal guardians and how to exercise their rights

Users may view and revise their registered personal information at any time and may request to cancel their registration. Users may click "Change Personal Information" (or "Revise Member Information") to view or revise their personal information or click on "Delete Account" to cancel their registration (withdraw consent), follow the identity verification process, then view or correct their information or delete their account. Users may also send a written letter to the Society or contact the Personal Information Manager via phone or e-mail so that the appropriate measures can be taken immediately. 
If you request a correction to errors in your personal information, this personal information will not be used or provided until the correction is made. If incorrect personal information was already provided to a 3rd party, the results of the correction will be immediately sent to the 3rd party so that corrections can be made on their end. Accounts and personal information that are deleted at the user's request are processed as prescribed in the "period of retaining and using personal information collected by the Society," and the information will be processed so that it cannot be viewed or used for any other purposes.  

■ Installation and operation of an automatic personal information collection device and matters regarding blocking such devices

The Society uses cookies that constantly store and search for your information. Cookies are very small text files that are sent to your browser from the server that is used to run the website, and they are stored in your computer's hard disk. The Society uses cookies for the following purposes:

ο Purpose of using cookies
Cookies are used to provide personalized services by analyzing the member's or non-member's access frequency or visit times, assessing and tracking usage preferences and fields of interest, assessing the user's degree of participation in various events, and tracking the number of visits by users. You have the right to choose whether to install cookies. Therefore, you may allow all cookies, go through a confirmation process each time cookies are stored, or block the storage of all cookies by selecting these options in your Web browser. 

ο How to block cookies
To block cookies, select "options" in your Web browser and select whether to allow all cookies, go through a confirmation process each time cookies are stored, or block all cookies. Example of settings (for Internet Explorer): "Tools" at the top of the Web browser > Internet Options > Personal Information. However, if you block the installation of cookies, you may experience difficulties using our services.  

■ Civil complaint services regarding personal information

The Society designates the following department and Personal Information Manager to protect your personal information and to process complaints regarding personal information.
